Analyzing the Effects of Urban Highway Construction on the City with a Futuristic Approach

Read More Extended AbstractBackground and Objectives: With the ever-increasing population expansion and the scattered growth of cities, especially in cities centered on personal transportation, we are witnessing the creation and expansion of road networks, especially highways. Transportation can be considered one of the central elements and a role player in the growth and development of the city. Therefore, it is important to pay attention to the issues of transportation problems, such as problems related to inner and outer city transportation, traffic problems, noise and air pollution, and waste of time and capital. Managers and urban planners tried to solve these problems, and some urban planners believe that building a highway is one of the ways to improve transportation and adjust the issues and problems related to it, but others believe that highways do not have the ability to respond to existing problems. During the rapid global changes, cities are experiencing a paradigm shift, of which the highway is one of them, and they play an important role in urban mobility and accessibility. In this regard, their effects on the city should also be examined.Methods: The current research method is descriptive-analytical of applied research type. Information and documents have been used to extract indicators affecting highways. The effects of each indicator were analyzed by foresight and cross-effects analysis. The cross-effects analysis method is a kind of foresight method that tries to achieve the possible and likely scenarios in the future for that subject with the cause-and-effect relationships between the factors affecting a subject. In this research, after extracting some indicators using the Delphi method in three rounds, experts were first asked to complete the indicators and effective factors, and in the next step, the mentioned indicators were categorized and finalized, and in the last round, points were determined. The factors have been discussed, which were scored from 0 to 3 and P (possible effects) and entered into Micmac software. Therefore, ten versions of the questionnaire were completed by the experts to determine the points of the factors, and by using the method of cross-effects analysis, which is one of the common and accepted methods of foresight, it analyzed the effective components related to highways. A number of 24 factors related to highway construction have been investigated, and finally, the factors have been analyzed in tables and graphs extracted from this software. The outputs of this method classify the factors affecting highways into five categories of risk variables, influential, secondary leverage, independent and dependent, and show its stability or instability pattern.Findings: In the first stage of model implementation in the current research, using the Delphi method and the opinion of 10 professors and experts, all 24 factors affecting highways were entered into the software, and a short indicator was considered for each one, then the impact of each factor on other factors have been measured with the help of Mic Mac software. In other words, the cross-effects matrix is formed. MicMac software analyzes the direct and indirect relationships of a network by using different calculations and finally creates a map and an influence graph based on which variables can be analyzed and categorized. The level of impact in this model is divided into four groups: no impact (number zero), weak impact (number), medium impact (number two), and high impact (number three). The results of this research show that the variables of the road network change rate, motorized transport use, pedestrian and bicycle paths, the performance and efficiency of land use, the level of surface water pollution, the direction of the city expansion, and the amount of wind and airflow among the indicators and factors that were investigated. The number of changes in the road network and the amount of motorized transport used were the most important effects of intra-city highways.Conclusion: In general, these things (the amount of change in the road network, the amount of motorized transport use, pedestrian and bicycle paths, the performance and efficiency of land use, the level of surface water pollution, the direction of the city expansion and the amount of wind and airflow) are seven key factors. In addition, there are effects of intra-city highways that should be given special attention in the process of micro and macro-planning to improve the condition of the city and highways.

In 1980 and 1990, the redevelopment of abandoned lands was raised in the subset of the infill development policy. The policy addresses the redevelopment of zones within cities that are polluted, battered, abandoned. These zones have different potentials, such as access to urban equipment and facilities. In practice, the redevelopment of these lands may be associated with challenges such as the type of ownership, accessibility, and economic viability, etc. Measuring and ranking their redevelopment capacity can be an important planning step in returning these lands to the urban development cycle. In the past, Yazd city had some factories and active industries that are now located within the city due to the urban growth and expansion. Currently, these sites are abandoned and have environmental pollution. These sites lead to many social, economic, environmental, and landscape issues. These issues include reduced social security, lack of a sense of belonging, reduced desirability for settlement in these lands, devaluation of land, adjacent municipal waste disposal sites, unpleasant urban image, and spatial discontinuities. Therefore, the main purpose of this paper is to evaluate the redevelopment capacity of the abandoned lands (former Manufactory - Industrial Lands) in Yazd city.Method: This research is an applied type of research. The research employs a descriptive-analytical research method, and the data is collected by bibliographic study and interviews. Delphi, ANP, Super Decision, and Arc GIS software were employed for data analysis. In the first step, the criteria and the indices are extracted from theoretical literature. The criteria and indices have been scored by Delphi method, and accordingly, the weight of each criterion is defined by the ANP method in the Super Decision software. In the next step, industrial zones of Yazd city were recognized on the basis of weighted criteria in Arc GIS software. Finally, Yazd industrial zone redevelopment capacity has been achieved in 5 classifications (very high development capability, high development capability, medium development capability, low development capability, and very low development capability).Findings: According to the results of the network analysis process in Super Decision software, the following criteria are prioritized: 1-Site physical status with 0.451 coefficient of significance, 2- Economy with 0.387 coefficient of significance, 3- Infrastructure with 0.161 coefficient of significance. Respectively, location in the city (0.223), owner willingness or activity status (0.220), access to a network of passages (0.118), quality of buildings (0.117), area (0.114), ownership (0.094), price (0.036), access to public transport (0.033), burnout status (0.027) and access to utilities (0.013) are significant sub-criteria. The results show that the lands in the middle and central texture of Yazd have very high and high development capability, which indicates the importance of the location in the city. The lands that have the highest redevelopment capacity have the best access to the pathways. Therefore, location in the city, owner willingness (activity status), access to passages and areas are of high importance. Also, the low ratio of highly developed land area to total land area (35.8) indicates the low redevelopment capacity of manufactory-industrial lands. These results can help urban planners and managers prevent unnecessary growth and expansion of the city in the future and mitigate the low density and urban dispersal.Conclusions: Redevelopment of lands is a complex and multidimensional process in environmentally deprived sites with urban facilities and infrastructure. This process requires supportive laws and regulations, social participation of owners, citizens, and attention to outreach projects. Most redevelopment projects are costly at first, but if redeveloped to suit the site's features properly, it will bring economic benefits in the long run. This approach can respond to the cities' need for growth and development due to population growth and urbanization and inappropriate use of urban land, leading to good land management. It can also bring vitality, dynamics, social identity, and quality of life back to inefficient urban areas and contexts.

Read More Introduction and Statement of the problem: Having a space for keeping humans’ soul-less bodies in towns creates spaces called cemeteries that was respected in the past and existed in the main structure of the city because the connection between the world of the living and the dead was much greater. Today, because of fear of death and lack of connection between cities and cemeteries, these spaces are known as rejected spaces. The importance of the cemeteries space is to the extent that some scholars consider the beginning of sedentismto bury the dead and build the cemeteries in a specific place. Cemeteries as the ultimate home of human beings are among the urban spaces where citizens find themselves at the intersection of life and death. The design of these places should strive to create a suitable environment that will heal citizens and provide them with reflective space in addition to bury the dead. However, much of the studies in this area have focused on issues such as the location of cemeteries and their cultural and historical landscapes and less on the impact of cemeteries on the surrounding context. Population growth, in turn, increases mortality rates. Therefore, more tombs and cemeteries are needed as municipal services. This is possible in a variety of ways, such as extending the old cemeteries, creating new cemeteries, making graves multi-level and increasing their number. Goals: One of the ways to meet the need for graves is the expansion of the old cemeteries and the direct and indirect impact of cemeteries on the whole city or its neighboring neighborhoods, in the short and long term, must be investigated. The present research seeks to investigate the effects of cemeteries on their adjacent texture in terms of various physical, social, economic, environmental, landscape, etc. dimensions. Methodology: The current research is applied in terms of type and the method used is qualitative, Delphi technique in two rounds was used to compute the indices. At first, using Delphi method (10 experts), the important indicators in assessing the effects of cemeteries on adjacent tissue were examined, then 21 in-depth random interviews with residents and business districts (including 52% men, 48% women and 43% between 39- 20, 38% between 59-40 and 19% over 60 years( were done. Conclusion:Imamzadeh Soltan Ebrahim cemetery near Quchan City was selected as the case study. The research findings show that the existence or expansion of the cemetery affects different dimensions of the adjacent neighborhoods. The effects of the cemeteries are mainly manifested as traffic and access problems; psychological problems; fear and insecurity, especially among women; as well as environmental problems such as unpleasant smell, noise caused by traffic, and visual uniformity. The residents’ views also affect these issues: if they live in this space from childhood, they will not leave the site and land prices will not change much; but if people find this environment as an isolated place, they will try to leave the environment and the area will be vacant. Therefore, urban planners should pay attention to the appropriate distance of the cemeteries from the residential buildings to reduce the neighboring residents’ problems. Some services may also be modified due to the residents’ needs, or new services may be created. The spread of cemeteries may affect the performance and efficiency of some land uses, for example, sales and income will fluctuate. Therefore, the performance of under-effect land uses, especially their economic performance, should be examined to minimize the damage to the surrounding businessmen. Meanwhile, the radius of access to important uses should be re-calculated in order to better answer the neighborhood residents’ needs. Creating a calm atmosphere and reducing the sense of fear and insecurity by creating a safe environment also may modify the residents’ attitudes towards the afterlife (The Cemeteries next to the Imamzadeh give more comfort to the surrounding residents and visitors because of the religious beliefs of the people, and because of the historical nature of the imamzadehs, historical building issues should also be considered.) It sould decrease the mental turmoil of the visitors by creating interesting scenery and visual variety. The cemetery planning must prevent environmental problems by keeping proper distance and prevent contamination of water, soil, etc. The placement and extension of cemeteries should also be such that the dominant wind from its side should not be toward the particularly residential regions. In addition, the deployment of protective green space is another consideration that should be taken into account when planning Cemeteries. By providing a scenic environment, planners should also try to connect this environment with the surrounding texture and create a more interactive space, as they did in the past.

Abstract
